Dear ACE Members,
We have an important opportunity to make our voices heard together.
ACE, SEIU 221 (MM/PR), and WCE have joined forces to demand the City of Chula Vista update its Salary Comparison Study and Employer–Employee Relations Policy (EERP) — which haven’t been updated in 10 years and 25 years, respectively.
These outdated policies and analysis tie our pay to an old median from other cities that no longer reflects the true cost of living or the value of our work. The result? Wage compression, recruitment struggles, and higher turnover that weaken our city workforce and burden those who stay.
What we’re asking for:
- A fresh, transparent salary comparison study for the local and regional comparators that reflects today’s data for the city’s population and economic outlook
- A review of the EERP to ensure competitive, equitable compensation
- A commitment from City Council to meet and confer on methodology, scope, and policy updates
By signing the petition, you’re not just adding your name, you’re standing up for fairness, stability, and respect for every city employee.
Together, we can send a clear message: Chula Vista works because we do and it’s time our compensation reflects that.

Dear ACE Members,
I want to take a moment to update you all on the happenings. As of July 1, 2025, we will be welcoming a new ACE Consultant Representative, Francisco X. Rivera. Frank comes to ACE with a wealth of knowledge and history, having worked for the City of Chula Vista for 38 years. The ACE Excecutive Board is confident that Frank will be instrumental in making sure ACE is treated fairly and equitably in future negotiations. We are excited to have such a qualified individual representing our members. As always, if you are in need of assistance, please reach out to any of the ACE Executive Board to provide you resources and representation if needed.
We are looking forward to a productive new Fiscal year ahead of us.
